description The Master Plan for the Resistencia and De la Reforma Campus of the National University of the Northeast is presented as a strategic tool for transformation, management and institutional development. It arises from the need to reverse and mitigate fragmented growth processes and scarce articulation between infrastructure, equipment, public spaces and the urban dynamics of the city in which they are located. Thus, the plan proposes a comprehensive framework for physical, environmental and functional organization, guided by the Sustainable Development Goals (SDG) and the 2030 Agenda, as a global action plan adopted in 2015 by the UN member countries to achieve sustainable development. The possibility of considering university campuses as cells of the city is highlighted, where strategies related to inclusivity, safety, resilience and sustainability can be applied, and be spilled over into their surroundings and other urban areas then. The work is based on participatory planning methodologies, multi-scale and multi-dimensional territorial analysis, for the construction of problems, the development of diagnoses and the formulation of project hypotheses aimed at the sanitation, mitigation and correction of problematic situations. At each stage, we worked collaboratively with different actors in the university community, defining guidelines for action that prioritize compactness, energy efficiency, connectivity, and the consolidation of public space as a support for university life. The Master Plan thus becomes a technical-political instrument that guides decision-making, articulates the actions of institutional actors, and projects a sustainable, inclusive, and resilient campus management model capable of actively integrating into the metropolitan territory and strengthening university identity. Here we show the architectural-urban dimension (infrastructure and equipment), at three scales of approach (macro, mezzo and micro) and its application in the short and medium term for the correction and redirection of the character and uses of the proposal.

El Plan Maestro de los Campus Resistencia y de la Reforma de la Universidad Nacional del Nordeste se manifiesta como una herramienta estratégica de transformación, gestión y desarrollo institucional. Surge ante la necesidad de revertir y mitigar procesos de crecimiento fragmentados y de escasa articulación entre las infraestructuras, equipamientos, espacios públicos y las dinámicas urbanas propias de la ciudad en la que se sitúan. Así, el plan propone un marco integral de ordenamiento físico, ambiental y funcional, orientado por los Objetivos de Desarrollo Sostenible (ODS) y la Agenda 2030, como plan de acción global adoptado en 2015 por los países miembros de la ONU para lograr el desarrollo sostenible. Se destaca la posibilidad de considerar los campus universitarios como células de la ciudad, donde pueden aplicarse estrategias relacionadas con la inclusividad, la seguridad, la resiliencia y la sostenibilidad, que puedan luego ser derramadas en su entorno y en otras áreas urbanas. El trabajo se apoya en metodologías de planificación participativa, análisis territorial multiescalar y multidimensional, para la construcción de problemas, la elaboración de diagnósticos y la formulación de hipótesis proyectuales tendientes al saneamiento, mitigación y corrección de las situaciones problemáticas. En cada etapa se trabajó de manera colaborativa con distintos actores de la comunidad universitaria, definiendo lineamientos de actuación que priorizan la compacidad, la eficiencia energética, la conectividad y la consolidación del espacio público como soporte de la vida universitaria. El Plan Maestro se constituye así en un instrumento técnico-político que orienta la toma de decisiones, articula la acción de diversos actores institucionales y proyecta un modelo de gestión del campus sostenible, inclusivo y resiliente, capaz de integrarse activamente al territorio metropolitano y fortalecer la identidad universitaria. Se muestra aquí un recorte, la dimensión arquitectónica-urbana (infraestructura y equipamientos), en tres escalas de abordaje (macro, mezzo y micro) y su aplicación a corto y mediano plazo para la corrección y el re direccionamiento del carácter y usos de la propuesta.
