The central research question is: How have governance processes at CONICET promoted or limited the effective exercise of the right to science, particularly through scholarship policies as a tool for human resource development? Historical and conceptual analysis constitutes the study’s methodology, contrasting institutional changes and policies implemented in each period. The article argues that, despite the quantitative expansion of the scholarship system (notable between 2003 and 2017), structural violations persist. The most significant of these lies in job insecurity: the stipend system denies basic labor rights (such as bonuses and social security contributions), thus violating the notion of the interdependence of human rights. Other tensions include the restriction of intellectual autonomy due to the broad degrees of discretion in relation to the director’s authority and the lack of representation of fellows in the functioning and design of the instrument at CONICET. Este artículo analiza la relación entre la gobernanza y el derecho a la ciencia en el sistema público de investigación de Argentina, centrándose en los cambios del sistema de becas del CONICET entre 1983 y 2024. La pregunta problema que orienta el trabajo es: ¿De qué manera los procesos de gobernanza en el CONICET han promovido o limitado el ejercicio efectivo del derecho a la ciencia, especialmente a través de las políticas de becas como instrumento de formación de recursos humanos? El análisis histórico y conceptual constituye la metodología del estudio, contrastando los cambios institucionales y las políticas implementadas en cada período. El artículo sostiene que, a pesar de la expansión cuantitativa del sistema de becas (notable entre 2003 y 2017), persisten vulneraciones estructurales. La principal de ellas reside en la precarización laboral: la figura del estipendio niega los derechos laborales básicos (aguinaldo, aportes), lo que viola la noción de interdependencia de los derechos humanos. Otras tensiones incluyen la restricción de la autonomía intelectual por los amplios grados de discrecionalidad en relación a la autoridad del director y la ausencia de representación de los becarios en el funcionamiento y diseño del instrumento en el CONICET.
