The aim of this study is to identify and characterize the actors that affect or are affected by water-related issues in the western peri-urban area of the General Pueyrredon Municipality, Buenos Aires, Argentina. Methodologically, the central problem related to water management was defined, and two approaches were applied: analysis by sphere of action and the Social Analysis of Cooperation/Conflict, Legitimacy, Interest and Power [CLIP], which allows for the assessment of actors’ influence. The results show a high presence of dominant actors from the political-institutional sector, with overlapping functions, unclear roles, and fragmented management, suggesting a lack of coordination and collaboration. It is concluded that the failure to comply with regulatory responsibilities generates institutional gaps that weaken water governance and deepen inequalities in access to this common good. Para cumplir con los principios de la gestión integrada de los recursos hídricos [GIRH] resulta fundamental considerar a todos los actores involucrados. El objetivo del trabajo es identificar y caracterizar a los actores que afectan o son afectados por la problemática del agua en el periurbano oeste del Partido de General Pueyrredon, Buenos Aires, Argentina. Metodológicamente, se definió el problema central en torno a la gestión del agua, y se aplicaron dos metodologías: el análisis por esfera de acción y el Análisis Social de Cooperación/Conflicto, Legitimidad, Interés y Poder [CLIP], que permite evaluar la influencia de los actores. Los resultados muestran elevada presencia de actores dominantes del sector político-institucional, con superposición de funciones, roles poco claros y gestión segmentada, lo que sugeriría la falta de coordinación y colaboración. Se concluye que el incumplimiento de responsabilidades normativas genera vacíos institucionales que debilitan la gobernanza del agua y profundizan las inequidades en el acceso a este bien común.
