The case of Villa Tranquila (Avellaneda) is analyzed, where the articulation between the SUVAP and PROMEBA programs enabled significant territorial transformation, despite tensions between state-led production logic and local dwelling practices. Through documentary and technical analysis, architectural design is problematized as a situated cultural praxis shaped by social, material, and symbolic conditions. Processes of adaptability and spatial re-signification led by residents are identified. Findings highlight the need for context-sensitive rehabilitation strategies that integrate technical efficiency with local knowledge. Design guidelines are proposed for broader application in AMBA settlements requiring comprehensive rehabilitation grounded in technical-constructive decisions. Este artículo propone una lectura crítica de las intervenciones de mejoramiento habitacional en villas y asentamientos, a partir del concepto de tecnologías situadas (Haraway, 1988; Escobar, 2018). Se analiza el caso de Villa Tranquila (Avellaneda), donde la articulación entre el SUVAP y el PROMEBA permitió una transformación significativa, aunque marcada por tensiones entre la lógica estatal de producción y las dinámicas del habitar popular. Mediante el análisis de fuentes documentales y antecedentes técnicos, se problematiza el proyecto arquitectónico como praxis cultural subordinada a condiciones sociales, materiales y simbólicas del territorio. Se identifican procesos de adaptabilidad y resignificación espacial impulsados por los habitantes. Los resultados señalan la necesidad de enfoques de rehabilitación sensibles al contexto, que integren eficiencia técnica y saberes locales. Se proponen lineamientos proyectuales aplicables a otras urbanizaciones del AMBA que demanden procesos de rehabilitación integral con foco en decisiones técnico-constructivas.
