To present a general state of the situation relative to the state of citizens prior to the signing of the peace agreement between the government of Colombia and the FARC - EP, the inconveniences that have arisen in its implementation and the challenges that the Colombian state has to strengthen and implement citizen participation in the country. Este artículo tiene como objetivo hacer una revisión teórica sobre las diversas aproximaciones del concepto de ciudadanía, las cuales, han sido base de las actuales formas de interacción y participación de la sociedad actual y como su transformación ha definido los nuevos enfoques de la acción política en las sociedades del presente siglo. Para presentar un estado general de la situación referente al estado de la participación ciudadana previa a la firma del acuerdo de paz entre el gobierno de Colombia y las FARC - EP, los inconvenientes que se han presentado en su implementación y los retos que tiene el estado colombiano para fortalecer e implementar la participación ciudadana en el país.
