Sumario:The paper presents preliminary progress in the exploratory study of the valuation of vacant land in Bahía Blanca linked to the building potential of the technological-energy characteristics (Law 13,059/03 of Buenos Aires). Methodologically, a descriptive and hermeneutical research is proposed, organized in conceptual, operational and interpretive definitions. As results, the construction of the structuring conceptual cores is described. And also the development of the empirical approach, which exposes the zoning of use, occupation and subdivision of the current land, together with the value of the land in the different areas. At the same time, the analysis of the thermal quality of the residential building envelope is synthesized, exposing values ​​lower than the minimum required. As final reflections, the potential to improve energy efficiency is highlighted, reducing consumption (in the order of 35 to 50%) and urban infrastructure demand, providing benefits for the public and private sector.
