Methodologically, a descriptive and hermeneutical research is proposed, organized in conceptual, operational and interpretive definitions. As results, the construction of the structuring conceptual cores is described. And also the development of the empirical approach, which exposes the zoning of use, occupation and subdivision of the current land, together with the value of the land in the different areas. At the same time, the analysis of the thermal quality of the residential building envelope is synthesized, exposing values ​​lower than the minimum required. As final reflections, the potential to improve energy efficiency is highlighted, reducing consumption (in the order of 35 to 50%) and urban infrastructure demand, providing benefits for the public and private sector. El artículo presenta avances preliminares en el estudio exploratorio de la valorización del suelo vacante en Bahía Blanca vinculado al potencial de ahorro según las características tecnológico-energéticas de la edilicia (en el marco de la Ley 13.059/03 prov. de Buenos Aires). Metodológicamente, se propone un desarrollo descriptivo-hermenéutico, organizado en definiciones conceptuales, operativas e interpretativas. Como resultados, se describe la construcción de los núcleos conceptuales estructurantes; y el desarrollo del abordaje empírico, que expone la zonificación de uso, ocupación y subdivisión del suelo vigente, conjuntamente con el valor del suelo en las distintas áreas. Paralelamente, se sintetiza el análisis de la calidad térmica de la envolvente edilicia residencial, exponiendo valores menores a los mínimos exigidos.
