The proposal is grounded in the diagnosis of existing value chains in the province and the opportunities offered by the international context to diversify and sophisticate the productive structure. It advocates for a sustainable and inclusive model of integrating agricultural activities through the industrial valorization of maize and the strengthening of meat chains, especially pork and poultry. The document is organized into three parts. An introduction that emphasizes that development from natural resources is feasible, to the extent that a productive network of increasing complexity is formed around them. We advocate for focusing industrial policy efforts on the corn value chain. The second section is dedicated to diagnosing the province´s agricultural and livestock value chains, highlighting the inconveniences of soy and the restriction of fodder supply as determinants of inefficiencies in farming. The third part, dedicated to the proposal, outlines the opportunities provided by the international context and suggests how provincial industrial policy can reconcile the potential of corn value chain development with market failures that hinder its deployment. The conclusion summarizes the main points of the presented strategy and lists some lines of further research.  Este trabajo resume los principales lineamientos para el desarrollo chaqueño a partir de sus recursos naturales. La propuesta está basada en el diagnóstico de las cadenas de valor existentes en la provincia y en las oportunidades brindadas por el contexto internacional para diversificar y sofisticar la estructura productiva. Se propone un modelo sustentable e inclusivo de integración de las actividades agropecuarias a partir de la valorización industrial del maíz y el fortalecimiento de las cadenas cárnicas, especialmente porcina y aviar. El documento se organiza en tres partes y una conclusión. Una introducción que enfatiza que el desarrollo a partir de los recursos naturales es posible, en la medida en que se forme un entramado productivo de creciente complejidad en torno a ellos. Postulamos a la cadena de valor del maíz para concentrar los esfuerzos de política industrial. La segunda sección se dedica al diagnóstico de las cadenas de valor agrícola y ganadera de la provincia, advirtiendo la inconveniencia de la soja y la restricción de oferta forrajera como determinante de ineficiencias en la ganadería. La tercera parte, dedicada a la propuesta, expone las oportunidades ofrecidas por el contexto internacional y sugiere cómo la política industrial provincial puede conciliar las potencialidades del desarrollo de la cadena de valor del maíz con las fallas de mercado que obstaculizan su despliegue.
