Through the exploration of its central contents and its purposes, the scope of its intervention mechanisms is determined and the institutionalized conception of the social economy in the provincial order is distinguished. It allows to collect elements of reflection on the operation of a provincial public policy tool for the promotion of the social economy inserted in the orbit of a specific federal public program for the sector. En este trabajo se propone caracterizar, desde la dimensión institucional, los aspectos principales del programa local de política pública denominado “Plan Integral Santiago Emprende”, implementado en la provincia de Santiago del Estero, durante los años 2018-2019, en el marco del “Plan Nacional Creer y Crear”, con el objetivo específico de impulsar el desarrollo de emprendimientos de la economía social. A través de la exploración de sus contenidos centrales y de sus fines se determina el alcance de sus mecanismos de intervención y se distingue la concepción institucionalizada de la economía social en el ordenamiento provincial. Permite recoger elementos de reflexión sobre el funcionamiento de una herramienta de política pública provincial de promoción de la economía social insertada en la órbita de un programa público de alcance federal específico para el sector.
