description The purpose of this research is to establish the correspondence between environmental agendas and management plans and social dynamics in the Partido del Pilar, Province of Buenos Aires, to understand the factors that generate the disconnection between the social, cultural, economic and ecological dynamics of the communities with development planning and environmental management processes. For the concretion of the same, the actions and diagnoses on the situation of environmental management plans were examined, the levels of articulation between the local development planning processes and the environmental management plans were identified, through the review of the criteria, principles and orientation and evaluation of the agendas and territorial environmental action plans, this was specified through a documentary analysis: review of environmental and development plans in the period 2018-2021, review and historical analysis of social and environmental organizations period 2001- 2021, and in-depth interviews with public officials, social and environmental leaders. As a conclusion of the investigation, it is evident that in the planning processes there is an absence of citizenship in relation to access to information, participation and decision regarding the vision and management of development. The public agenda has been carried out from the hierarchical levels of power and control of the territory, through agreements in groups of political and economic elite, configuring an unsustainable territory.

La presente investigación tiene como finalidad establecer la correspondencia entre agendas ambientales y planes de gestión y dinámicas sociales en el Partido del Pilar, Provincia de Buenos Aires, para comprender los factores que generan la desconexión entre las dinámicas sociales, culturales, económicas y ecológicas de las comunidades con los procesos de planificación del desarrollo y gestión ambiental. Para la concreción del mismo se examinaron las actuaciones y diagnósticos sobre la situación de planes de gestión ambiental, se identifican los niveles de articulación entre los procesos de planificación del desarrollo local y los planes de gestión ambiental, a través de la revisión de los criterios, principios y orientación y evaluación de las agendas y planes de acción ambiental territorial, esto se concretó mediante un análisis documental: revisión de planes ambientales y de desarrollo en el periodo 2018-2021, revisión y análisis histórico de las organizaciones sociales y ambientalistas periodo 2001- 2021, y entrevistas profundas a funcionarios públicos, líderes sociales y ambientales. Como conclusión de la investigación se evidencia que en los procesos de planificación hay una ausencia de la ciudanía con relación al acceso a información, participación y decisión respecto a la visión y gestión de desarrollo. La agenda pública se ha realizado desde los niveles jerárquicos de poder y control del territorio, a través de acuerdos en grupos de elite política y económica, configurando un territorio de carácter insustentable.
