Specifically, in the Neuquén Metropolitan Area (AMN) innovative strategies have emerged in the area of EVP through the consolidation of riverfronts. The aim of this work is to characterize public green spaces on the riverfront of the Limay river in the cities of Neuquén and Plottier, for the establishment of relationships between local management and the physical quality of the EVPs. To this end, a multidimensional analysis was applied around four variables of interest: current coastal urban renewal programs; environmental land use planning (OTA); degree of urban complexity of the EVP and its quality. Differences were found between localities in relation to current urban programs and the OTA of coastal areas. These divergences are reflected in the level of internal planning of the EVPs and their physical quality depending on the variables of analysis addressed. From the conclusions of the study, some aspects arise to consider: i) EVP management requires multiscale institutional work; ii) it is positive that the creation of EVP is framed in urban projects that are consolidated in OTA ordinances; iii) mechanisms are required to regulate compliance with the provisions of current ordinances; iv) the use of coastal spaces for recreation must be accompanied by awareness and active environmental education to its users.

Los espacios verdes públicos (EVP) son elementos fundamentales de sostenibilidad urbana. No obstante, su gestión y mantenimiento requieren de elevada capacidad institucional. Puntualmente, en el Área Metropolitana de Neuquén (AMN) han surgido estrategias innovadoras en materia de EVP a través de la consolidación de frentes fluviales. El objetivo de este trabajo es caracterizar espacios verdes públicos del frente fluvial del río Limay en las ciudades de Neuquén y Plottier, para el establecimiento de relaciones entre la gestión local y la calidad física de los EVP. Para tal fin se aplicó un análisis multidimensional en torno a cuatro variables de interés: programas de renovación urbana costera vigentes; ordenamiento territorial ambiental (OTA); grado de complejidad urbana del EVP y su calidad. Se hallaron diferencias entre las localidades en relación con los programas urbanos vigentes y con el OTA de los espacios costeros. Estas divergencias se reflejan en el nivel de planificación interna de los EVP y su calidad física en función de las variables de análisis abordadas. A partir de las conclusiones del estudio, surgen algunos aspectos a considerar: i) la gestión de los EVP requiere una labor institucional multiescalar; ii) es positivo que la creación de EVP se enmarquen en proyectos urbanos que se consoliden en ordenanzas de OTA; iii) se precisan mecanismos que regulen el cumplimento de lo dispuesto en las ordenanzas vigentes; iv) el aprovechamiento de espacios costeros para recreación debe acompañarse de sensibilización y educación ambiental activa a sus usuarios.
