Sumario:The objective of this study is to describe the methodology of construction and analyze the results of the Administration Conditions Index (ICG), one of the three indicators of the Education Quality Index (ICQ), fostered by information from the context questionnaires of Brazilian National Evaluation. High interstate inequality was evidenced, characterizing a scenario away from the effectiveness of the democratic administration instruments analyzed by the ICG: strategies of director's provision, existence and effectiveness of School Boards and the form of Political Pedagogical Project construction, as well as in all municipal education systems within each state.
