Since discourse is a type of political action and is involved in the reproduction of power and domination deployed by international institutions and groups, the research recovers analytical approaches derived from policy studies that offer a view to understand the political context in which ideas are generated, in which policies, institutions and actors are incorporated as part of a policy process. The approaches involve a comprehensive analysis of the relationship between politics and public policies. From these approaches, macro perspectives are linked through ideas, which is what allows articulating different positions and building an articulating axis in favor of an ideological conception or paradigm, and the meso through institutional arrangements, which correspond to the implementation of policies to ensure achievement of achievements; and the participating actors, who define their interests and elaborate strategies, based on the construction and legitimation of a political project. El propósito del trabajo es analizar los discursos que generan y recrean los organismos financieros y de cooperación internacional sobre las políticas de formación y desarrollo profesional docente a la luz de constantes reformas educativas, para escudriñar los límites de las visiones permeadas por fuertes componentes de carácter mercantil y monetario. Siendo que el discurso es un tipo de acción política y está involucrado en la reproducción del poder y el dominio desplegado por instituciones internacionales y grupos, en la investigación se recuperan aproximaciones analíticas derivadas de los estudios de política los cuales ofrecenuna mirada para comprender el contexto en el que se generan las ideas. Los enfoques resultantes de estas aproximaciones implican un análisis comprensivo de la relación entre la política y las políticas públicas. Desde estos acercamientos, se vinculan las perspectivas macro a través de las ideas que permiten conjugar distintas posiciones y construir un eje articulador a favor de una concepción o paradigma ideológico, y meso mediante los arreglos institucionales, que corresponden a la implementación de las políticas para asegurar el cumplimento de logros; y, los actores participantes, quienes definen sus intereses y elaboranestrategias a partir de la construcción y legitimación de un proyecto político.
