Sumario:This article summarizes and focuses on two objectives, one analytical and another conceptual: on one hand, to describe and analyze the actions in this field of education policy in MERCOSUR and, on the other, to make a preliminary approach to the conceptualization of regional policy (one that takes into account the multiple relationships between national and regional levels in South American). The main argument asserts that regional policies in higher education are constructed from national policies in this field (in particular from cooperation and coordination between the States) and at the same time, the regional level reinforces and legitimizes the domestic one. The overlap of policies between the two levels is not generated; on the contrary, there is a shared construction of higher education policies: each policy level can be conceived as a mirror within a kaleidoscope where the eye in all the three mirrors can display the image general and its multiple edges.
