The main argument asserts that regional policies in higher education are constructed from national policies in this field (in particular from cooperation and coordination between the States) and at the same time, the regional level reinforces and legitimizes the domestic one. The overlap of policies between the two levels is not generated; on the contrary, there is a shared construction of higher education policies: each policy level can be conceived as a mirror within a kaleidoscope where the eye in all the three mirrors can display the image general and its multiple edges.

El presente artículo se resume y orienta en torno a dosobjetivos, uno analítico y otro conceptual, a saber: por unlado, describir y analizar las acciones en este campo depolítica educativa en el MERCOSUR y, por el otro, realizarun acercamiento preliminar a la conceptualización de lapolítica regional (una que tenga en cuenta las múltiplesrelaciones entre los niveles nacional y regional en esteacuerdo sudamericano particular). El principalargumento que esbozamos asevera que la políticaregional en educación superior se construye y se afirma apartir de las políticas nacionales en este campo (enespecial, a partir de la cooperación y coordinación entrelas de los Estados Parte) y, al mismo tiempo, el nivelregional refuerza y legitima el nivel nacional. No segenera, por tanto, una superposición o imbricación depolíticas entre ambos niveles; al contrario, existe unaconstrucción compartida de políticas de educaciónsuperior: cada nivel de política puede concebirse comoun espejo dentro de un caleidoscopio, donde la mirada enconjunto de los tres espejos permite visualizar la imagengeneral con sus múltiples aristas. Este artigo é resumido e orientado em torno de duas partes um analítico e um conceptual, ou seja, por um analítico e um conceptual descrever e analisar as ações neste campo. o MERCOSUL e, por outro lado, levar a cabo um processo de uma abordagem preliminar à conceptualização da política regional (uma política que tenha em conta as múltiplas relações entre os níveis nacional e regional nesta região acordo sul-americano específico). A o argumento que apresentámos afirma que a política no ensino superior é construído e afirmado das políticas nacionais neste domínio (en com base na cooperação e coordenação entre os Estados-Membros. Estados Partes) e, ao mesmo tempo, o nível da fortalece e legitima o nível nacional. Ele... gera, portanto, uma sobreposição ou imbricação de entre os dois níveis; pelo contrário, existe uma construção partilhada de políticas de educação superior: cada nível político pode ser concebido como um espelho dentro de um caleidoscópio, onde o olhar em conjunto de três espelhos permite visualizar a imagem geral com suas múltiplas bordas.
