Sumario:Oszlak's investigations about the “socially problematic issue” constitute one of his contributions to the knowledge of public policies in the Latin American sphere. This work aims to characterize the analytical functionality of the theoretical developments around the issue. To do this, the process of institutionalization of the social and soldier economy in Argentine society is examined through some components of the theoretical construction on the issue.
