Las medidas buscaron distribuir el poder de decisión a nivel local y fortalecer la red de actores territoriales. La reforma en el sistema de inspección escolar se enmarca en este conjunto de iniciativas. La nueva arquitectura política-administrativa del sistema de inspección escolar posiciona a las jefaturas regionales y distritales como nuevos actores del nivel intermedio de la burocracia. La designación de estos actores bajo arreglos institucionales diferentes a los utilizados en otros modelos de inspección escolar en el país han sido el objetivo de estudio de esta tesis. A partir del análisis de documentos oficiales y entrevistas semiestructuradas, este trabajo aborda las continuidades y rupturas del sistema de inspección escolar en tres dimensiones: la estructura burocrática, el perfil y trayectoria profesional de los actores y su rol en el gobierno de la educación. La racionalidad pedagógica, administrativa-organizacional, política y técnica confluyen en este complejo cuerpo de actores. Se espera que esta tesis abra la discusión sobre cómo el sistema de inspección puede contribuir hacia la territorialización de la política educativa. Between 2004 and 2007, the government of the Province of Buenos Aires designed and implemented a series of measures aimed at guaranteeing the governance of the educational system. The measures sought to distribute decision-making power at the local level and strengthen the network of territorial actors. The reform of the school inspection system is part of this set of initiatives. The new political-administrative architecture of the school inspection system positions the regional and district heads as new actors at the intermediate level of the bureaucracy. The designation of these actors under institutional arrangements different from those used in other school inspection models in the country have been the focus of analysis of this thesis. Based on the analysis of official documents and semi-structured interviews, this work addresses the continuities and ruptures of the school inspection system in three dimensions: the bureaucratic structure, the profile and professional trajectory of the actors and their role in the governance of education. Pedagogical, administrative-organizational, political and technical rationality converge in this complex body of actors.
