description The article analyzes the causes of flooding in the Buenos Aires Metropolitan Region (RMBA). This phenomenon is the main factor natural hazard in the region. In recent decades, its impact has increased significantly, a fact that has been generally attributed to the influences of climate change. However, the present contribution analyzes other possible causes, primarily related to the occupation of space. The absence of spatial management plans, and inefficiency and lack of mitigation measures implemented to date is notorious. The measures taken so far, almost exclusively of a structural kind, have shown their limitations. On the other hand, it is clear the lack of non - structural mitigation measures, which may be more efficient in their results. This question raises the need for a critical review of the policies implemented and a paradigm shift in them. Finally, the article points out some measures and priority actions to advance in line with its arguments.
