description Since 2008 when PRO party starts its management, there have been crutial security changes from the State of the Autonomous City of Buenos Aires (CABA) involving, among other things, the creation of a Ministry of Security, a single center of command and control, the creation by Law of a local police enforcement and training institute, a center of urban CCTV monitoring, a judicial police and the creation of the Information System for Community Prevention of Crime and Violence (SIPREC), among other things. But while thismanagement has been providing a high budget growth to public security service, focusing primarily on the Metropolitan Police, has neutralized instances of inter agencies planning prevention policies, social investment has fallen to record levels and has ignored the claims that citizenship ago in victimization surveys. This introductory paper analyzes how, despite the advanced law, modern institutional diagrams and speeches, strategic planning of public security policies which, following the Constitution, should be carried out by the three branches of government, has been monopolized by the Executive, showing a logic of government with some issues, that highlights the shortcomings of the current security system monitoring and control in Buenos Aires.
