The IPMV (Index of Privation of Means of Life) attempts to combine both, characteristics coming from the “incidental” poverty and from the “structural” one, by using census data. Furthermore, it is important that the index were capable to work at a minor census spatial unity in order to improve the perception of the spatial distribution of poverty at the nine poorest provinces en Argentina. The IPMV comes from the combination of ICS (Capacity of Subsistence Index), measuring “incidental” poverty, with the Housing Condition Index (CH), evaluating the structural weight on the final result. Both indexes come from different conceptual frameworks related to income and private expenses the first one and to private and public inversion, the second one. This paper attempts an operational discussion about IPMV, and proposes different levels to evaluate and recognize different poverty levels at Norte Grande.
