However, this legislation needs to be regulated, especially with regard to the scope of institutional autonomy, taking into account the nature of these institutions. This reflective article develops two key elements. The first is the concept of autonomy in higher education, which is the closest reference point for teacher training colleges. This must take into account the uniqueness of each institution, bearing in mind that educational processes are localized and depend on links with the local area. The second corresponds to the analysis of the possibilities of autonomy, particularly in the academic sphere for complementary training programs, based on Decree 4790 of 2008 and Decree 1236 of 2020, which are the legal references for teacher training colleges in Colombia. La Ley N°2481 de 2025 otorga a las Escuelas Normales Superiores (ENS) de Colombia un régimen especial que les permitirá ofertar programas de licenciatura y especialización. No obstante, esta normativa requiere ser reglamentada, especialmente en lo referente al alcance de la autonomía institucional, teniendo en cuenta la naturaleza de estas instituciones. En este artículo de reflexión se desarrollan dos elementos clave: el primero es el concepto de autonomía en la educación superior, que es el referente más cercano para las Escuelas Normales, el quese debe atender a la singularidad de cada institución,de acuerdo con los procesos formativos situados y el vínculo con el territorio. El segundo corresponde al análisis de las posibilidades de autonomía, particularmente en lo académico, para los programas de formación complementaria, con base en el DecretoN° 4790 de 2008 y el Decreto N°1236 de 2020, que son los referentes legales para las normales superiores en Colombia.
