The study is based on the Complex Systems Paradigm and Political Ecology, analysing how territorial vulnerability is a social and historical construct. Through a qualitative case study anchored in secondary sources (regulations, statistics and scientific literature)and diachronic analysis of satellite images (1990-2023), land use dynamics, management fragmentation and stakeholder rationales were identified. The results show that the risk is a product of ecological-distributive tensions between the agricultural sector (which demands wetland drainage) and the vulnerable urban population. The scientific contribution lies in the rigorous articulation of vulnerability with conflict analysis, providing an interpretative framework for institutional inefficiency in climate change adaptation in the Depressed Pampa. Este artículo de reflexión analítica aborda los conflictos socioambientales derivados de la intensificación del riesgo hídrico (inundaciones y sequías) en el Partido de General Madariaga, Buenos Aires. El estudio se sustenta en el Paradigma de los Sistemas Complejos y la Ecología Política, analizando cómo la vulnerabilidad territorial es una construcción social e histórica. Mediante un estudio de caso cualitativo anclado en fuentes secundarias (normativa, estadística y literatura científica) y análisis diacrónico de imágenes satelitales (1990-2023), se identificaron las dinámicas de uso del suelo, la fragmentación de la gestión y las lógicas de los actores. Los resultados demuestran que el riesgo es producto de las tensiones ecológico-distributivas entre el sector agropecuario (que demanda drenaje de humedales) y la población urbana vulnerable. La contribución científica radica en la articulación rigurosa de la vulnerabilidad con el análisis de conflicto, proporcionando un marco interpretativo para la ineficiencia institucional en la adaptación al cambio climático en la Pampa Deprimida.
