Within this framework, the study aims to demonstrate drawing from political philosophy and contrasting Weberian types of rationality that technocracy constitutes a model of governance capable of counteracting populism from within the state. This is framed within Daniel Bell’s post-industrial paradigm, whose transformative vision reinforced the participation of experts and scientific knowledge in public decision-making, orienting governmental action toward criteria of rationality and prudence. Accordingly, the central hypothesis posits the technocratization of power as a consequence of post-industrial evolution and the predominance of goal-oriented rationality, functioning as an internal containment mechanism against populism by reducing its societal impact, regardless of the ideological orientation of the government in office. Consequently, the study develops a descriptive and parametric statistical model, estimated through a fixed-effects econometric approach, based on the Liberal Democracy Index (V-Dem) (Coppedge et al., 2025) and the Global Populism Database (Hawkins et al., 2019), assessing the impact of the latter in relation to ideological positions and levels of democratic freedom. Additionally, the Government Effectiveness Index from the Worldwide Governance Indicators is incorporated as a second empirical-descriptive component, applied through a comparative analysis of Colombia, Chile, and Argentina during the 1995–2024 period. In this way, the research contributes to the contemporary debate on the viability of technocratic governance models in free democratic societies and their role in strengthening institutional resilience, political stability, and state efficiency.

Esta investigación estudia los desafíos de la administración institucional frente la gobernanza pública, sus polaridades económicas, ideológicas y técnicas destacando a la tecnocracia como contrapeso del populismo.   En este marco se propone como objetivo demostrar, desde la filosofía política y contrastando los tipos de racionalidad weberiana, que la tecnocracia constituye un modelo de gobernanza capaz de contrarrestar el populismo desde el interior del Estado, enmarcado en la evolución postindustrial planteada por Daniel Bell, cuya transformación paradigmática reforzó la participación de los técnicos y del conocimiento científico en la toma de decisiones de poder público, orientando la acción gubernamental hacia criterios de racionalidad y prudencia. De tal forma que se toma como hipótesis central la tecnocratización del poder, como consecuencia de la evolución postindustrial y del predominio de una racionalidad con arreglo a fines, que actúa como mecanismo interno de contención del populismo, reduciendo su impacto en la sociedad, independientemente de la orientación ideológica del gobierno de turno. En consecuencia, de lo anterior se propone el desarrollo estadístico descriptivo y paramétrico, estimado en un modelo econométrico de efectos fijos basado en el Índice de Libertad Democrática (V-Dem) (Coppedge et al., 2025) y en la Base de Datos Global de Populismo (Hawkins et al., 2019), evaluando el impacto de este último en función de las posiciones ideológicas y de los niveles de libertad democrática. Asimismo, se incorpora el Índice de Efectividad del Gobierno del Worldwide Governance Indicators como segundo aspecto empírico descriptivo abordado a través un análisis comparativo para los casos de Colombia, Chile y Argentina durante el período 1995–2024. De esta forma, la investigación aporta al debate contemporáneo sobre la viabilidad de los modelos de gobernanza tecnocráticos en sociedades democráticas libres y su papel en el fortalecimiento de la resiliencia institucional, la estabilidad política y la eficiencia del Estado.
