The objective is to analyze the ways in which water has been managed over time to understand the current situation from a perspective that restores the connection between water and people, and moves beyond a technocratic-legalistic approach. A theoretical framework based on the Political Ecology of Water is adopted, recognizing the underlying power relations in water management decisions. The conclusions highlight the diversification in resource management, with seemingly well-defined responsibilities that are blurred in practice, unsustainable uses, and overlooked issues. Emerging research challenges are identified, related to debates on public and private interests, as well as on water´s quality and availability and the access as a fundamental human right, in the face of political and economic interests. Este artículo aborda la evolución histórica del sector hídricoen Argentina y en la Provincia de Tucumán, centrándoseen su gestión. El objetivo es analizar los modosen los que se ha administrado el agua a lo largo deltiempo para comprender la situación actual desde unamirada que recupere el vínculo entre el agua y las personasy que supere la perspectiva tecnicista-legalista. Seadopta un enfoque teórico basado en la Ecología Políticadel Agua, que reconoce relaciones de poder subyacentesa las decisiones sobre la gestión hídrica. Las conclusionesdestacan la diversificación en la administración del recurso,con competencias aparentemente definidas perodesdibujadas en la práctica, usos insostenibles, y problemáticas invisibilizadas. Se plantean desafíos emergentes en materia de investigación, referidos a debates sobre lo público y privado, así como sobre la calidad y disponibilidad y el acceso al agua como derecho humano fundamental, frente a intereses políticos y económicos. Este artigo examina a evolução histórica do setor hídrico na Argentina, particularmente na província de Tucumán, com foco em sua gestão. O objetivo é analisar as formas como a água tem sido administrada ao longo do tempo para compreender a situação atual a partir de uma perspectiva que resgate a conexão entre a água e as pessoas e vá além de uma abordagem tecnocrática-legalista. Adota-se um referencial teórico baseado na Ecologia Política da Água, que reconhece as relações de poder subjacentes às decisões sobre a gestão hídrica. As conclusões destacam a diversificação na gestão do recurso, com competências aparentemente bem definidas, mas desfocadas na prática, usos insustentáveis e problemas invisibilizados. São identificados desafios emergentes para a pesquisa, relacionados a debates sobre o público e o privado, bem como sobre a qualidade, a disponibilidade e o acesso à água como um direito humano fundamental, diante de interesses políticos e econômicos.
