It also explores the political dynamics and the main public policies implemented in the city council during those years. It shows the complexity of the transition to democracy, a process that at the same time entailed changes and persistence in the political and institutional sphere. The local perspective is articulated in a set of scales that includes the UCR (Unión Cívica Radical) national government and the Peronist provincial government. To do so, we have restored the network of actors who participated in the local council, as long as the relations between the Executive Department and the Deliberative Council. Problems resulting from the last military dictatorship have been studied, as so have been the public policies designed by the new democratic management. In this regard, corruption linked to concessions and bidding for the implementation of these policies is also explored. The persistence of certain situations is also detected in some areas of the city council, such as in the case of public health. En este trabajo se aborda la primera gestión de gobierno radical de Horacio Usandizaga (1983-1987) y se exploran las dinámicas políticas que la caracterizaron y las principales políticas públicas implementadas en el municipio de Rosario durante esos años. Se busca mostrar la complejidad de la transición hacia la democracia que supuso cambios y persistencias en el ámbito político e institucional, desde una perspectiva local que se articula en un juego de escalas que incluye al gobierno nacional radical y al gobierno provincial peronista. A tal fin, se repone la trama de actores que tuvieron participación en el gobierno municipal; se examinan las relaciones de fuerza entre el Departamento Ejecutivo y el Concejo Deliberante; se detectan problemáticas resultantes de la última dictadura militar y se estudian las políticas públicas diseñadas por la nueva gestión democrática para transformarlas, en particular, en las áreas de planeamiento y obra pública. Se explora, al respecto, el problema político de la corrupción vinculado a concesiones y licitaciones para la concreción de esas políticas.
