This paper proposes an analysis of the main components of these policies over time to identify possible breaks and continuities in popular social housing paradigms. Based on a review of historical documents and interviews with contemporary officials, the ways in which each paradigm defined the problem, the subjects of the policy and the solutions offered in urban-architectural terms are analyzed. Although transformations are detected in the definition of some of these components, other elements show a strong persistence over time, giving an account of certain permanent ideas regarding what popular social housing means and what place corresponds to these sectors in the urban structure. En la Ciudad de Buenos Aires (Argentina) se han desarrollado históricamente diferentes (aunque escasas) políticas de vivienda orientadas a los sectores populares. Este trabajo propone un análisis de los principales componentes de estas políticas a lo largo del tiempo para identificar posibles quiebres y continuidades en los paradigmas de vivienda social popular. A partir de una revisión de documentos históricos y de la realización de entrevistas a funcionarios contemporáneos, se analizan los modos en que cada paradigma definió el problema, los sujetos de la política y las soluciones ofrecidas en términos urbano-arquitectónicos. Si bien se detectan transformaciones en la definición de algunos de estos componentes, otros elementos evidencian una fuerte persistencia a lo largo del tiempo dando cuenta de ciertos idearios permanentes respecto a qué significa la vivienda social popular y qué lugar les corresponde a estos sectores en la estructura urbana. Na cidade de Buenos Aires (Argentina) desenvolveram-se historicamente diferentes (embora escassas) políticas habitacionais voltadas para os setores populares. Este artigo propõe uma análise dos principais componentes dessas políticas ao longo do tempo para identificar possíveis rupturas e continuidades nos paradigmas de habitação social popular. Com base na revisão de documentos históricos e entrevistas com autoridades contemporâneas, analisam-se as formas como cada paradigma definiu o problema, os sujeitos da política e as soluções oferecidas em termos urbanístico-arquitetônicos. Embora se detectem transformações na definição de alguns destes componentes, outros elementos apresentam uma forte persistência no tempo, dando conta de certas ideias permanentes sobre o que significa a habitação social popular e qual o lugar que cabe a estes setores na estrutura urbana.
