Smart City projects developed in the city of Bahía Blanca, Argentina during the last decades are examined. From social network analysis and based on primary and secondary sources, the network of linkages between different actors: local government, academy, firms, civil society and other governments is characterized. Results indicate there is a star network type and the municipality of Bahía Blanca is the main actor, among other 18 actors. Contrary to other types of innovation projects, citizens do participate but coordination is from top to bottom. Besides, the presence of external actors is also identified. Este trabajo estudia el papel de los diferentes actores en la implementación de proyectos de Ciudad Inteligente. Se analizan los proyectos inteligentes desarrollados en la ciudad de Bahía Blanca, Argentina, en las últimas décadas. A partir del análisis de redes sociales, y basados en datos de fuentes primarias y secundarias, se caracteriza la red de vínculos entre los actores: gobierno local, academia, empresas, sociedad civil y otros gobiernos. Los resultados indican que existe una red tipo estrella, siendo la municipalidad de Bahía Blanca el actor principal, entre otros dieciocho actores. A diferencia de otros tipos de proyectos de innovación, los ciudadanos tienen participación, pero la coordinación de los proyectos es de arriba hacia abajo. También se observa la presencia de actores no locales en los proyectos. O estudo analisa o papel dos diferentes atores na implementação dos projetos de cidade inteligente. Os projetos decidade inteligente na cidade do Bahia Blanca são analisados. A partir do analise das redes sócias y baseados nos dados de fontes primarias e secundarias, caracteriza-se a rede dos vínculos entre os atores: governo local, academia, empresas, sociedade civil e outros governos. Os resultados indicam a existência duma rede tipo estrela sendo a municipalidade de Bahia Blanca o ator principal, entre outros 18 atores. Diferente a outros tipos dos projetos da inovação, os cidadãos tem participação mais a coordenação dos projetos é de arriba a abaixo.
