Sumario:One of the most sensitive issues about the fair distribution of costs and benefi ts of urban planning is directly related to the decisive participation of the State in urban land generation with emphasis on public investment in infrastructure and built-up housing and social services,, in addition to regulating the potential use of urban properties. It was found that urban properties are valued as a result of the various state interventions, the aim is then to show the ineffi ciency of the process of capture of this added value by the government in Brazil.
