Sumario:The development of technologies has always been part of humankind history. However, Information and Communication Technologies (ICT) emerge in our time explosively as determinants mediating factors for human relations at all scale. This radical transformation is driving to the educational process to face a number of opportunities but also huge challenges. This paper explores the socioeconomic and sociodemographic conditions starting from a situational framework that addresses the Bolivian social fabric transformations, no far from Latin American dynamics.
