Se trata de una reflexión filosófica sobre las dificultades de la teoría macroeconómica para explicar y predecir hechos de la economía real. Tiene que haber alguna razón para la volatibilidad económica y financiera que enfrenta cíclicamente la economía mundial. La teoría macroeconómica, sostiene Fitzgibbons, no puede conocerla pues su método es inconsistente con los fenómenos que trata de explicar. En la Primera parte del libro plantea su tesis general. El problema macroeconómico no reside en la racionalidad o irracionalidad de las acciones. Las acciones son habitualmente racionales pero la información es incompleta. Las decisiones no pueden estar completamente determinadas cuando falta información relevante.
