Faced with the complexity of urban governance, particularly in Latin America, the study aims to redefine institutional roles, identify key actors, and visualize decision-making flows using a systems thinking approach. The adapted model integrates theories of collaborative and polycentric governance with participatory tools like CityScope. Although still in early stages, the project anticipates generating a replicable methodology for ecosystem mapping and strategic institutional design. This approach seeks to strengthen state capacity for adaptive planning and evidence-based policy-making in increasingly complex urban environments. 2025-09-17T20:26:47Z 2025-09-17T20:26:47Z 2025-04 Ponencia en congreso https://hdl.handle.net/20.500.14769/5039 https://doi.org/10.64814/609202wjwfks en application/pdf Instituto Tecnológico de Buenos Aires (ITBA)
