In the last decades, planning has been assumed after the transformations added to the deficiencies of an urban-territorial planning framework. This context motivates to question the urban organizational-functioning model being objective: "to generate methodological contributions of planning considering the theory of complexity with application to the District of Moreno understanding mobility and public transport in relation to the urban phenomenon". It is intended to offer a proposal that facilitates decisions of local administrations of the Metropolitan Region of Buenos Aires. The relational methodology guides the conceptual linkage that gathers arguments from Rolando García's theory on Complex Global Systems for the generation of a theoretical-methodological construction of planning. Its application is carried out by means of geospatial analysis with Geographic Information Systems supported by external sources and official organisms. As a result, priority areas of intervention are defined to streamline and guide public policies and territorial management, taking into account the multiplicity of territorial scales. |

El desarrollo urbano y los transportes han tenido evoluciones paralelas, sin embargo el transporte y la movilidad urbana se han interpretado como asuntos sectoriales. La construcción de infraestructuras ha dirigido el crecimiento urbano disperso y el movimiento refleja los lazos funcionales. En las últimas décadas, la planificación se asumió con posterioridad a las transformaciones sumado a deficiencias de un marco de ordenamiento urbano-territorial. Este contexto, motiva a cuestionar el modelo organizativo-funcionamiento urbano siendo objetivo, “generar aportes metodológicos de planificación considerando la teoría de la complejidad con aplicación al Partido de Moreno comprendiendo la movilidad y transporte público en relación al fenómeno urbano”. Se pretende ofrecer una propuesta que facilite decisiones de administraciones locales de la Región Metropolitana de Buenos Aires. Para su alcance, la metodología relacional pauta la vinculación conceptual que recoge argumentos desde la teoría de Rolando García sobre Sistemas Globales Complejos para la generación de una construcción teórica-metodológica de planificación. Su aplicación se realiza por medio del análisis geoespacial con Sistemas de Información Geográfico sustentado en fuentes externas y de organismos oficiales. Como resultado, se definen zonas prioritarias de intervención que permiten agilizar y orientar políticas públicas y gestión del territorio atendiendo la multiplicidad de escalas territoriales. O desenvolvimento urbano e os transportes têm evoluído em paralelo, mas os transportes e a mobilidade urbana têm sido interpretados como questões setoriais. A construção de infraestruturas impulsionou o crescimento urbano disperso e o movimento refletindo ligações funcionais. Nas últimas décadas, o planeamento teve lugar após as transformações e as deficiências de um quadro de planeamento urbano-territorial. Este contexto, motiva questionar o modelo de funcionamento organizacional urbano sendo objetivo, "gerar contribuições metodológicas de planeamento considerando a teoria da complexidade com aplicação ao Partido de Moreno compreendendo a mobilidade e o transporte público em relação ao fenómeno urbano". O objetivo é oferecer uma proposta que facilite as decisões das administrações locais na Região Metropolitana de Buenos Aires. Para consegui-lo, a metodologia relacional guia a ligação conceptual que reúne argumentos da teoria de Rolando García sobre Sistemas Globais Complexos para a geração de uma construção teórico-metodológica de planeamento. A sua aplicação é realizada através de análise gê espacial com Sistemas de Informação Geográfica baseados em fontes externas e organismos oficiais. Como resultado, são definidas zonas de intervenção prioritárias que permitem a racionalização e orientação das políticas públicas e da gestão territorial, tendo em conta a multiplicidade das escalas territoriais.
