There exists in addition a network of actors that “they range” to one and another side of the contest. There, there are the provincial governments, the Consejo Federal, the academic community and the educational community. The latter often operates as factor of legitimization in last instance, defining the antagonism. It will be analyzed the period 1993-1999, from the Educational Reform menemista up to the summit of the union critique. There we will see how the strategies of the actors tend to be organized “within” and “externally” of the educational system. “Within” there develop tests of systemic order, pointing at technical and pedagogic questions. Constructing a systemic alliance, almost exclusively with his internal actors and with technical and experts arguments. In our case, the government supported an alliance with the majority of the actors of the system: the provinces, the private sector and the academic community. “Externally” there develop tests of political order, pointing at questions of civil nature or economic and social issues. Constructing political alliances with actors beyond the educational system, his arguments tend to be ethical and civil or of social justice. In our case, the CTERA was constituted as “point of joint” of the whole social and political opposition to the government of Carlos Menem.  Desde el auge de la sindicalización docente, la disputa educativa tiende a repetir un par antagónico: gobiernos vs sindicatos docentes. Existe además una red de actores que “oscilan” a uno y otro lado de la contienda. Allí, se encuentran los gobiernos provinciales, el Consejo Federal, la comunidad académica y la comunidad educativa. Esta última a menudo opera como factor de legitimación en última instancia, dilucidando el antagonismo. Se analizará el período 1993-1999, desde la Reforma Educativa menemista hasta el auge de la crítica docente. Allí veremos cómo las estrategias de los actores tienden a organizarse “por dentro” y “por fuera” del sistema educativo. “Por dentro” se desarrollan pruebas de orden sistémico, apuntando a cuestiones técnico-pedagógicas. Una alianza sistémica se estructura casi exclusivamente con sus actores internos y a través de argumentos técnico-expertos. En nuestro caso, el gobierno sostuvo una alianza con la mayoría de los actores del sistema: las provincias, el sector privado-confesional y la comunidad académica. “Por fuera” se desarrollan pruebas de orden político, apuntando a cuestiones de índole ciudadana o económico-sociales. Una alianza política se estructura con actores que se encuentran más allá del sistema educativo, sus argumentos tienden a ser ético-ciudadanos o de justicia social. En nuestro caso, la CTERA se constituyó como “punto de articulación” de toda la oposición social y política al gobierno de Carlos Menem.  Subsecretaría de publicaciones.
