However, the state power declined because of the failure of maintaining equilibrium and stability. both in production and in population. Corruption, inefficiency, and cooptationamong the members of the colonial elite contributed to erode the very foundations of the colonial state Al establecimiento del estado colonial precedieron en el Perú la inestabilidad política y el fraccionalismo, de manera tal que a posteriori de la invasión española, el estado es frágil y casi inexistente. El virrey Toledo es quien realiza una profunda reforma administrativa, fiscal y laboral tendiente a la creación de un poderoso estado colonial. Sin embargo ese intento fracasará puesto que su equilibrio giraba en torno a la estabilidad demográfica, de la producción agrícola y el mantenimiento de los pueblos de indios. La corrupción, la ineficiencia y la cooptación entre los miembros de la élite colonial contribuyeron a erosionar los cimientos del estado colonial peruano.
