This thesis has as a general objective to analyze and explain the different socioterritorial transformations produced by urban development in the eastern sector of the municipality of Quilmes during the period 2003-2015, in relation to the more general phenomena -uneven urban development, socio-spatial segregation and territorial fragmentation, among others- of the neoliberal metropolitan restructuring produced in the Latin American metropolises during the last years.\nWe maintain that Quilmes Este experienced an uneven urban development process that aggravated the previous socio-spatial inequalities and reinforced pre-existing socio-spatial fragmentation processes, increasing segregation and exclusion, and consolidating two opposite sectors: "favored" areas and "relegated" areas. These processes raised the levels of social conflict in the municipality, largely because the municipal State adopted a policy of laissez faire in relation to the main economic agents involved, as well as it disengaged from certain management responsibilities, especially with the most vulnerable social sectors.\nWhile uneven urban development is a systemic feature of capitalist cities, these processes have been unleashed with unusual dynamism in eastern Quilmes. We consider that both the speed and the magnitude of the transformations can be understood from the phenomenon of sharpening the commercialization of urban space that brings the neoliberal paradigm in our cities, in which the linkage of financial investments with the real estate market becomes increasingly narrow.\nRegarding the methodological strategy, a quantitative and qualitative approach was carried out, which included the processing of statistical information from official sources and reports from State organizations, direct observation, on-site surveys and elaboration of cartographic material, collection and systematization of specialized publications of the real estate sector, national and local graphic media and official public documents. |

Se realiza una interpretación de las mismas en relación a los fenómenos más generales de la reestructuración metropolitana neoliberal producida en las metrópolis latinoamericanas durante los últimos años -desarrollo urbano desigual, segregación socioespacial y fragmentación territorial, entre otros-.\nSostenemos que Quilmes Este experimentó un proceso de desarrollo urbano desigual que agravó las desigualdades socioespaciales previas y reforzó procesos de fragmentación territorial preexistentes, aumentando la segregación y la exclusión, y consolidando dos sectores opuestos: áreas "favorecidas" y áreas "relegadas". Estos procesos elevaron los niveles de conflictividad social en el municipio, en buena parte debido a que el Estado municipal adoptó una política de laissez faire con respecto a los principales agentes económicos involucrados, así como se desligó de ciertas responsabilidades de gestión, especialmente con los sectores sociales más vulnerables.\nSi bien el desarrollo urbano desigual es un rasgo sistémico de las ciudades capitalistas, estos procesos se han desatado con un dinamismo inusual en el este de Quilmes.
