The municipal solid waste management of the Municipality of Cañuelas shows deficiencies, the collection does not cover all of its areas, there is an open-air dump for final disposal and the so-called "Ecopuntos" for separation and recycling have not been established. \nIn this work, it is proposed to study and select alternatives for the treatment and final disposal of solid urban waste for Cañuelas through a Analytic Hierarchy Process, taking into account social, political, economic and environmental criteria of the Municipality.\nBased on considering the currently existing treatment alternatives worldwide and analyzing them in the context of the Metropolitan Region of Buenos Aires with experts in the subject, the following alternatives to be evaluated were selected: Sanitary Landfill, Separation in Origin and Recycling, Biological Mechanical Treatment Plant and energy recovery of waste. \nOnce the alternatives were selected, between March 2014 and October 2016, 230 surveys were carried out involving the urban, rural and closed-neighborhood population and 12 interviews involving political and economic actors and technical experts. \nTaking into account the alternatives to be evaluated, the criteria considered and the results of the surveys and interviews, the rest of the multicriteria analysis steps were completed, that is, modeling, valorisation, prioritization and synthesis and sensitivity analysis. \nThe Analytic Hierarchy Process carried out showed that the best option is the Separation in Origin and Recycling, followed by the Traditional Sanitary Landfill, later by the Biological Mechanical Treatment Plant and finally, the Energy Valorization of the Waste. Separation in origin and recycling almost doubled the preference (0.422) with respect to the alternative obtained in second place, sanitary landfill (0.230). This result is explained given that the separation in origin and recycling weighs with greater value the environmental and social criteria that are the criteria that were the most important in the analysis. The model was very consistent so the result obtained is very far from being random and the dynamic sensitivity analyzes performed did not modify the result obtained. \nThe Analytic Hierarchy Process proved to be an extremely powerful tool for decision-making especially to evaluate various alternatives in relation to numerous criteria, with complex variables to compare as it occurs in the integral management of urban solid waste. According to its results, it is imperative to move from the open dump to the sanitary landfill at the same time that environmental awareness and education plans must be implemented for the separation at source and the adaptation of the necessary infrastructure for the separation plant/s "Ecopuntos". In the medium / long term, alternatives such as TMB should be considered. \nThe population is aware of the need for separation and recycling and is very predisposed to collaborate in its implementation. On the other hand, the allocation of economic resources of the current waste management should be reviewed given that it is feasible to improve it, specifically in the case of collection to achieve 100% coverage. All these changes must be strongly directed by the responsible political sector, taking it as a state policy that must transcend its own management. |

Buenos Aires, Argentina Cittadino, Alejandro Cañuelas Buenos Aires, Provincia Argentina Rodriguez Alonso, Santiago Manuel 2018-05-30 La gestión de residuos sólidos urbanos del Municipio de Cañuelas muestra deficiencias, la recolección no abarca todas sus áreas, existe un basural a cielo abierto para la disposición final y no se han plasmado los denominados "Ecopuntos" para la separación y reciclaje.\nEn este trabajo se propone estudiar y seleccionar alternativas de tratamiento y disposición final de residuos sólidos urbanos para Cañuelas a través de un análisis multicriterio, teniendo en cuenta criterios sociales, políticos, económicos y ambientales propios del Municipio \nA partir de considerar las alternativas de tratamientos existentes en la actualidad a nivel mundial y analizado las mismas en el contexto de la Región Metropolitana de Buenos Aires con expertos en la temática, se seleccionaron las siguientes alternativas a evaluar: Relleno Sanitario, Separación en Origen y Reciclaje, Planta de Tratamiento Mecánico Biológico y Valorización energética de los residuos. \nUna vez seleccionadas las alternativas se realizaron entre marzo 2014 y octubre de 2016, 230 encuestas que involucraron a la población urbana, rural y de barrios cerrados y 12 entrevistas que involucraron actores políticos, económicos y expertos técnicos. \nTeniendo en cuenta las alternativas a evaluar, los criterios considerados y los resultados de las encuestas y entrevistas, se cumplimentó el resto de los pasos del análisis multicriterio, esto es modelización, valorización, priorización y síntesis y análisis de sensibilidad. \nEl análisis multicriterio efectuado (AHP: Analytic Hierarchy Process) arrojó que la mejor opción es la Separación en Origen y Reciclado, seguida por el Relleno Sanitario Tradicional, posteriormente por Planta de Tratamiento Mecánico Biológico y en último lugar, Valorización Energética de los Residuos. La Separación en origen y reciclado casi duplicó la preferencia (0.422) respecto de la alternativa obtenida en segundo lugar, relleno sanitario (0.230). Este resultado se explica dado que la separación en origen y reciclado pondera con mayor valor los criterios ambientales y sociales que son los criterios que resultaron con mayor peso en el análisis. El modelo se mostró muy consistente por lo cual el resultado obtenido está muy distante de ser aleatorio y los análisis de sensibilidad dinámicos realizados no modificaron el resultado obtenido. \nEl análisis multicriterio demostró ser una herramienta sumamente contundente para la toma de decisiones en especial para evaluar diversas alternativas en relación a numerosos criterios, con variables complejas de comparar como ocurre en la gestión integral de residuos sólidos urbanos. De acuerdo con sus resultados es imperioso pasar del basural a cielo abierto al relleno sanitario al tiempo que se deben implementar planes de concientización y educación ambiental para la separación en origen y la adecuación de la infraestructura necesaria para la o las plantas de separación (Ecopuntos). A mediano / largo plazo alternativas como el TMB deberían ser consideradas. \nLa población es conciente de la necesidad de separación y reciclaje y se muestra muy predispuesta a colaborar en su implementación. Por otra parte debería revisarse la asignación de recursos económicos de la gestión actual de residuos dado que es factible mejorarla, específicamente en el caso de la recolección para lograr un 100% de cobertura.
