This Thesis presents an urban-project research in which the intermediate cities of the Province de Buenos Aires are studied from the notion of intermediation. The hundred cities of the province, founded in just one century and distributed throughout the territory, today experience problems both at a territorial scale (Provincia de Buenos Aires) and at a local scale (urban plan).
In this context, intermediation is an opportunity for these cities to define themselves as such and produce, with the other cities in the system, proactive linkages that retirees from the monocentric dependent as the only form of linkage.That is why, based on a multiscalar, multidimensional and multilayer methodology, this Thesis proposes to survey, know and represent both the intermediation territories of the intermediate cities of the Buenos Aires pampa, as well as the same component cities of the system, in both the characteristics that distinguish them from each other.
Likewise, from the notion of intermediation, it is proposed to analyze, compare, evaluate and diagnose the territorial and urban problems of these cities and their potential opportunities for intervention by the actors involved (inhabitants, professionals and decision makers). To achieve this, the forms, processes, functions and urban structure that allow the construction of significant indicators for the understanding of the logics of intermediation of the territory and the production of a cut of intermediate cities to be analyzed were studied at the scale of the provincial territory. From a balanced scalogram of the equipment levels of each city, together with the demographic, economic and spatial data, two devices called "rhomboid graphs" were constructed that indicate the situation and hierarchy of each city analyzed within the system. Also, at the urban plant scale, the cities of the chosen section were mapped, interpreting how intermediation works on this scale, based on their plans and indicators.
The Study of Caso as a projectual verifier of these ways of doing and integrator of the knowledge built around what is investigated, based on an analysis and urban diagnosis of the city of Chivilcoy, promotes a projectual response to the detected problems produced from the notion of mediation studied, and shows the possible ways of proceeding in the face of the identified problem.
This Thesis proposes that the notion of intermediation is essential for intermediate cities in the province to self-define their regional systemic role, their urban identity and those projectual interventions that anticipate problems and enhance the quality of life of their inhabitants by applying criteria of sustainability, participation and planning. |

Las cien ciudades de la provincia, fundadas en tan solo un siglo y distribuidas sobre todo el territorio, hoy experimentan problemas tanto a escala territorial (Provincia de Buenos Aires), como a escala local (de planta urbana). En este contexto, la intermediación resulta una oportunidad para que estas ciudades se autodefinan como tales y produzcan, con las otras ciudades del sistema, vinculaciones proactivas que las retiren de la dependiente monocentria como única forma de vinculación. Es por ello que, a partir de una metodología multiescalar, multidimensional y multicapa, esta Tesis plantea relevar, conocer y representar tanto los territorios de intermediación de las Ciudades Intermedias de la pampa bonaerense, como así también, las mismas ciudades componentes del sistema, en tanto las características que las distingue a unas de otras. Asimismo, desde la noción de intermediación, se propone analizar, comparar, evaluar y diagnosticar los problemas territoriales y urbanos de estas ciudades y sus potenciales oportunidades de intervención por parte de los actores involucrados (habitantes, profesionales y decisores). Para ello, se estudiaron a escala del territorio provincial las formas, procesos, funciones y estructura urbana que permitan construir indicadores significativos para la comprensión de las lógicas de intermediación del territorio y la producción de un recorte de ciudades intermedias a analizar. A partir de un escalograma ponderado de los niveles de equipamiento de cada ciudad, junto a los datos demográficos, económicos y espaciales, se construyeron sendos dispositivos llamados ?grafos romboidales? que indican la situación y jerarquía de cada ciudad analizada dentro del sistema. A su vez, a escala de planta urbana, se mapearon las ciudades del recorte escogido, interpretando cómo funciona la intermediación en esta escala, a partir de sus planos e indicadores. El estudio de casos como verificador proyectual de esos modos de hacer e integrador del conocimiento construido en torno a lo investigado, a partir de un análisis y diagnóstico urbanístico de la ciudad de Chivilcoy, promueve una respuesta proyectual a los problemas detectados producida desde la noción de intermediación estudiada, y que da cuenta de posibles modos de proceder ante la problemática identificada.
