description The El Angel Ecological Reserve is in the province of Carchi in northern Ecuador and was declared in 1992 as a state protected area over the highlands of the watershed of the same name. This declaration had covered lands corresponding to private and community territories. As from then, the Ministry of the Environment implemented a scheme of restriction on the use of natural resources present in those territories; on the one hand, to preserve a unique type of ecosystem in the country such as páramo de frailejones and, on the other, to protect the sources of water that were born from the mountain ecosystems and that supplied much of the populations of the province of Carchi.\nFrom this restrictive State conservation policy established in the territories where the Ecological Reserve is located, this thesis considered to study the needs, interests and relationships between the social actors involved, i.e.: indigenous communes, agricultural associations, farmers, local governments, environmental NGOs and the Ministry of the Environment. The main findings note that the implementation of this conservation model is associated with an inequitable distribution of the benefits of environmental conservation and intensified the fragmentation of relations between social actors. However, the current scenario identifies some nuances of change on which potential axes of articulation are recognized and raised here for a participant management of natural resources.

Carchi Ecuador Reserva Ecológica El Ángel Duerto Rosero, Andrés Gonzalo 2020-09-22 La Reserva Ecológica El Ángel está localizada en la provincia del Carchi al norte de Ecuador y fue declarada en 1992 como un área protegida estatal sobre las tierras altas de la subcuenca hidrográfica del mismo nombre. Ésta fue una declaratoria inconsulta sobre tierras que correspondían a territorios privados -haciendas- y comunitarios - comunas ancestrales indígenas Pasto y asociaciones agrícolas-. A partir de entonces, el Ministerio del Ambiente, desplegó un esquema de restricción en el uso de los recursos naturales presentes en dichos territorios; por un lado, para preservar un tipo de ecosistema único en el país como era el páramo de frailejones y, por otro, para proteger las fuentes de agua que nacían de los ecosistemas de altura y que abastecían a gran parte de las poblaciones de la provincia del Carchi.\nDesde esa política conservacionista restrictiva establecida en los territorios donde se localiza la Reserva, en esta tesis se planteó estudiar las necesidades, intereses y relaciones entre los actores sociales involucrados, es decir: comunas indígenas, asociaciones agrícolas, hacendados, gobiernos locales, ONGs ambientalistas y el Ministerio del Ambiente. Los principales hallazgos dan cuenta de que la implementación de este modelo conservacionista se asocia con una distribución inequitativa de los beneficios de la conservación ambiental e intensificó la fragmentación de las relaciones entre los actores sociales.
