Según esta\ntesis, que Cohen denomina Tesis Fuerte, la mayor parte del problema de la pobreza mundial\npodría eliminarse a través de modificaciones menores en el orden mundial que implicarían\ncomo mucho leves reducciones en los ingresos de los más ricos.
