description In Chile, artisanal fishing has been defined and regulated as an extractive subsector, lacking socio-cultural elements. As a result of this, gender and women have been excluded under the supposed universality and neutrality of their regulation, which today is questioned by territorial organizations that, organized in a network, demand an economic and symbolic recognition of their work. The objective of this article is to analyze the political arenas between the State and organizations of fisher women, problematizing the current gender institutionality in this productive subsector, through the ethnographic observation of socio-state interfaces, the application of semi-structured interviews to actors key, and triangulation with secondary sources. The results show a growing process of political empowerment of women's organizations, which, through common learning spaces, pressure the State in the search for democratic instances of participation.

En Chile, la pesca artesanal ha sido definida y regulada como un subsector extractivo, carente de elementos socioculturales. Como consecuencia de esto, el género y las mujeres han sido excluidas bajo la supuesta universalidad y neutralidad de su regulación, lo que hoy es cuestionado por organizaciones territoriales que, organizadas en red, demandan un reconocimiento económico y simbólico de su labor. El objetivo de este artículo es analizar las arenas políticas entre el Estado y las organizaciones de mujeres pescadoras y problematizar la actual institucionalidad de género en este subsector productivo, mediante la observación etnográfica de interfaces socioestatales, la aplicación de entrevistas semiestructuradas a actores clave y la triangulación con fuentes secundarias. Los resultados dan cuenta de un proceso creciente de empoderamiento político de las organizaciones de mujeres que desde espacios comunes de aprendizaje, presionan al Estado en la búsqueda de instancias democráticas de participación. No Chile, a pesca artesanal foi definida e regulamentada como um subsetor extrativista, carecendo de elementos socioculturais. Como conseqüência disso, gênero e mulher foram excluídos sob a suposta universalidade e neutralidade de sua regulamentação, que hoje é questionada por organizações territoriais que se organizam em uma rede e exigem um reconhecimento econômico e simbólico de seu trabalho. O objetivo deste artigo é analisar as arenas políticas entre o Estado e as organizações de mulheres pescadoras, problematizando a atual institucionalidade de gênero nesse subsetor produtivo, através da observação etnográfica das interfaces sócio-estatais, aplicação de entrevistas semiestruturadas aos atores chave e triangulação com fontes secundárias.
