La integración de todos lo archivos de un país se logra mediante la creación, de hecho y de derecho, de un Sistema Nacional de Información Archivística, que será el órgano rector de las políticas, directrices y lineamientos en materia archivística, que deben ser de cumplimiento obligatorio para el correcto funcionamiento de los archivos adscritos al sistema.
