The Red Andando was convened by the National Secretariat for Children, Adolescents and the Family to become part of the National Plan for Early Childhood. The new plan poses tension and questions among the organizations that have warned against the discrepancy in how children, their families, and the community areas of Greater Buenos Aires are perceived and described. The discussions around the PNPI have set up, in the Red Andando, the question on how to include children’s voices and the meanings assigned by them to organizations so as to question a state policy that is targeted at them. The purpose of this study is to show how part of the support team started a qualitative investigation based on an ethnographic approach with children to develop a common knowledge that encompasses the perspective of childhood and questions the content and guidance of some provincial and national programs that are part of the Red Andando. |

La Red Andando es convocada por la Secretaría Nacional de Niñez, Adolescencia y Familia para incorporarse al Plan Nacional Primera Infancia. El nuevo plan genera tensiones e interrogantes en las organizaciones, en tanto advierten discrepancias con los modos en que perciben y describen a los niños, sus familias y los espacios comunitarios del Conurbano Bonaerense. Las discusiones alrededor del PNPI instalan, en la Red Andando la pregunta en torno a cómo incluir las voces y significados que los niños le asignan a las organizaciones, a fin problematizar una política estatal que los tiene como destinatarios. En este trabajo me propongo mostrar, cómo parte del equipo de acompañamiento comienza un proceso de investigación cualitativo basado en el enfoque etnográfico, a fin de construir un saber que incluya la perspectiva de la infancia y dispute el contenido y orientaciones de algunos programas provinciales y nacionales con los cuales articula la Red Andando. O Red Andando foi convidado pela Secretaria Nacional da Infância, Adolescência e Família para fazer parte do Plano Nacional Primeira Infância. O novo plano gera tensões e questões nas organizações, que advertem discrepâncias nos modos como as crianças, suas famílias e os espaços comunitários da periferia de Buenos Aires são percebidos e descritos. As discussões em torno do PNPI instalam na Red Andando a pergunta quanto a como incluir as vozes e os significados que as crianças atribuem às organizações, a fim de questionar uma política estatal que os inclui como destinatários.
