This article studies the development of Uruguayan manufacturing industry during the two decades between the beginning of the second presidency of José Batlle y Ordóñez, leader of a political movement that made industrialization one of its main objectives, and the outbreak of the international economic crisis, after passing through the local effects of World War I (WWI) and the postwar crisis. On the one hand, the importance of industrial growth in these years is assessed, evaluating the impact of the war and, especially, of the policies deployed by Batllismo, and on the other hand, the role of import substitution is discussed. Hasta los años setenta fue un lugar común de la economía y la historiografía el considerar que la experiencia industrial en el Uruguay, lo mismo en el conjunto latinoamericano, era un fenómeno posterior a la crisis de 1929. Desde los ochenta, numerosos estudios han demostrado la existencia y la importancia de la “industria temprana”, cuyos orígenes se remontan al último cuarto del siglo XIX. En este artículo se estudia el desarrollo de la industria manufacturera uruguaya durante las dos décadas comprendidas entre el inicio de la segunda presidencia de José Batlle y Ordóñez, líder de un movimiento político que hizo de la industrialización uno de sus objetivos principales, y el estallido de la crisis económica internacional, tras pasar por los efectos locales de la Primera Guerra Mundial (PGM) y la crisis de posguerra. Por un lado, se dimensiona la importancia del crecimiento industrial en estos años, evaluando el impacto de la guerra y, especialmente, de las políticas desplegadas por el batllismo, y por otro, se discute el papel la sustitución de importaciones.
