LAS OFICINAS DE HACIENDA Y LOS PROVEEDORES DEL ESTADO (1858-1860) El presente estudio se centra en el funcionamiento de las oficinas de Hacienda del Estado de Buenos Aires, durante los años 1858 a 1860. Un análisis minucioso sobre un período bien acotado permite apreciar las particularidades de la construcción de la estatalidad como forma de poder dominante, en el marco de un proceso de una muy lenta configuración. Se abordan dos temas, íntimamente vinculados entre sí: el primero refiere al modo en que operaban las oficinas, su organización, así como el manejo y control de los recursos; el segundo, remite a las concertaciones con proveedores y contratistas, con particular atención en los encargados de suministrar el ganado destinado al ejército, en un contexto donde los gastos de guerra constituían el rubro predominante en los presupuestos. El artículo indaga sobre las intenciones de implementar un orden administrativo con dispositivos de control efectivos, en ámbitos donde los vínculos existentes entre quienes llevaban adelante la gestión de gobierno y aquellos que, se suponía, estaban por fuera de él eran demasiado frecuentes –cuando no era la misma persona que actuaba en “uno y otro lado del mostrador”– dando lugar negociados y contrataciones, cuanto menos, dudosas. This study focuses on how the treasury offices of the state of Buenos Aires functioned between 1858 and 1860. A detailed analysis of a strictly delimited time period allows us to detect the specific characteristics of the construction of statehood as the dominant form of power, in the framework of a process that took shape very slowly. We will address two closely linked subjects in it. The first aspect relates the way in which the treasury offices operated and how they were organized, as well as how their resources were handled and controlled while the second one centers on the contracts with their purveyors and contractors, paying particular attention to those that were in charge of supplying the army with cattle, in a context in which the expenses generated by war constituted the principal expenditure in the budget. This article inquires into the intention of implementing an administrative order with effective control mechanisms in circles where the links between those that implemented the government’s administration and those that supposedly did not form part of the government were all too frequent –when it was not the same person that operated “on both sides of the counter”– leading to deals and contracting that were, to say the least, suspect. en esp http://repositoriouba.sisbi.uba.ar/gsdl/cgi-bin/library.cgi?a=d&c=bolravi&d=39-3_htm |
