Based on the concept of "epistemic communities", we will examine the history of ARPEL from 1965 to 2000. Initially ARPEL - Latin American Reciprocal State Oil Assistance - brought together state oil companies when it was founded in 1965, then, in the 1990s, it completed its transformation and incorporated private companies among its members and changed its name - in 1993: Latin American Reciprocal Business Oil Assistance, and in 1998: Regional Association of Oil and Natural Gas Companies in Latin America and the Caribbean.
