Sumario:In the last decades important transformations have been evident in the international scenario, which have put in crisis the orthodox conception of competitiveness as a phenomenon of exclusively macroeconomic and sectoral nature, reflected generally in the exchange rate, or in a lower cost of production, services and logistics, determined by static comparative advantages or by the factorial endowment. Therefore, from an approach of dynamic comparative advantages focused on knowledge, innovation and technical-organizational change , the objective of this work is to analyze the evolution of the exporting behavior of the fruit complex of the Upper Valley of Rio Negro and Neuquén, especially in the case of the apple, in order to identify the reasons that have lethargic and hindered their reaction to a new scenario of greater international competition, causing a crisis that affects companies, producers, rural workers and the regional economy as a whole. The experiences of the main competing countries of the Southern Hemisphere are analyzed in order to highlight the peculiarities of the national responses to the challenges of globalization of markets and progress is made in proposing a first diagnosis regarding the weaknesses observed in the region productive sector of Río Negro and Neuquén, within the framework of structural problems, and the way of inserting local agents in the global value chain. Finally, the main factors that condi tion the lack of systemic competitiveness of the sector and the region are detailed, and some conclusions are drawn.
