description In the last decades important transformations have been evident in the international scenario, which have put in crisis the orthodox conception of competitiveness as a phenomenon of exclusively macroeconomic and sectoral nature, reflected generally in the exchange rate, or in a lower cost of production, services and logistics, determined by static comparative advantages or by the factorial endowment. Therefore, from an approach of dynamic comparative advantages focused on knowledge, innovation and technical-organizational change , the objective of this work is to analyze the evolution of the exporting behavior of the fruit complex of the Upper Valley of Rio Negro and Neuquén, especially in the case of the apple, in order to identify the reasons that have lethargic and hindered their reaction to a new scenario of greater international competition, causing a crisis that affects companies, producers, rural workers and the regional economy as a whole. The experiences of the main competing countries of the Southern Hemisphere are analyzed in order to highlight the peculiarities of the national responses to the challenges of globalization of markets and progress is made in proposing a first diagnosis regarding the weaknesses observed in the region productive sector of Río Negro and Neuquén, within the framework of structural problems, and the way of inserting local agents in the global value chain. Finally, the main factors that condi tion the lack of systemic competitiveness of the sector and the region are detailed, and some conclusions are drawn.

En las últimas décadas se vienen evidenciando importantes transformaciones en el escenario internacional, que han puesto en crisis la concepción ortodoxa de la competitividad como un fenómeno de naturaleza exclusivamente macroeconómica y sectorial, reflejada por lo general en el tipo de cambio, o en un menor costo de producción, servicios y logística, determinada por ventajas comparadas estáticas o por la dotación factorial. Por ello, desde un enfoque de ventajas comparadas dinámicas centradas en el conocimiento, la innovación y el cambio técnico-organizacional, el objetivo de este trabajo es analizar la evolución del comportamiento exportador del complejo frutícola del Alto Valle de Rio Negro y Neuquén, especialmente en el caso de la manzana, con el fin de identificar las razones que han aletargado y obstaculizado su reacción frente a un nuevo escena rio de mayor competencia internacional, provocando una crisis que afecta a las empresas, a los productores, a los trabajadores rurales y al conjunto de la economía regional. Se analizan las experiencias de los principales países competidores del Hemisferio Sur con el fin de destacar las peculiaridades de las respuestas nacionales a los desafíos de la globalización de los mercados y se avanza en plantear un primer diagnóstico respecto de las debilidades que se observan en la región productiva de Río Negro y Neuquén, en el marco de problemáticas estructurales, y del modo de inserción de los agentes locales en la cadena global de valor.
