The historical, cultural, social, and environmental features configure a particular organization of campesino production that is manifest, among other things, in the type of crops produced and their destinies, forms of work, and the relations of producers to one another and to the earth, etc… Within this framework, we explore campesino agrarian production in the Cachi Department and its articulation with the public policies aimed at the sector. To do this, we employ bibliographic sources, including state records and web sites, the works different authors that have researched the issue, and information gleaned from interviews and participant observation collected in the course of fieldwork in the area. We argue that the design and execution of public policies must consider the local reality and the needs of the producers that will benefit from them.

La mayor parte de sus pobladores vive en zonas rurales y se dedica a la agricultura bajo riego como principal actividad económica. Las características históricas, culturales, sociales y ambientales configuran una particular organización productiva campesina que se manifiesta, entre otras cosas, en el tipo de cultivos que se producen y su destino, las formas de trabajo, la relación de los productores entre ellos y con la tierra, etc. En este marco, nos proponemos explorar la producción agraria campesina del departamento de Cachi y su articulación con las políticas públicas destinadas al sector. Para afrontar este objetivo, recurrimos a fuentes bibliográficas tanto de las páginas web oficiales del Estado, como de distintos autores que trabajan el tema e información de entrevistas y observación participante recabada en trabajos de campo en la zona. Planteamos la importancia de que el diseño y ejecución de políticas públicas consideren la realidad local y las necesidades de los productores beneficiarios.  Le département de Cachi est situé au centre-ouest de la province de Salta, au nord de la Vallée Calchaqui. La majeure partie des habitants vivent dans des zones rurales et pratiquent l’agriculture d’irrigation comme activité économique principale. Les caractéristiques historiques, culturelles, sociales et environnementales de ce département y configurent une organisation productive paysanne particulière qui se manifeste, entre autres choses, dans le type de cultures pratiqué et leur destination, les formes de travail, la relation des producteurs entre eux et avec la terre, etc. Tenant compte de ce cadre, nous proposons d’explorer la production agraire rurale du département de Cachi et son articulation avec les politiques publiques concernant ce secteur. Pour atteindre cet objectif, nous recourrons aux sources bibliographiques tant des pages web officielles de l’État que de divers auteurs qui ont travaillé sur le thème et à l’information résultant des entretiens, de l’observation participante effectuée dans le travail de terrain dans la région.
