From a historical point of view, it sets the focus in the institutional, policy and regulatory incentives faced by socio-political actors and economic agents involved in the decision-making that affects the provision of the water service. Within this framework it highlights that these policies were affected by contextual variables (that set the question of water and sanitation in the broader context of the economy and the political-institutional characteristics of Argentina) and by those specific to the government and coordination of the policy sector. The analysis shows that the problems of the sectorial policies and their causes, are historically deeply rooted. Finally, the study concludes stressing the need to prioritize the strengthening of the institutions that deal with the design and implementation of water and sanitation. And this as a first step, an unavoidable pre-condition, to sustain the long process that demands the solution of the problems that permeate the provision of water and sanitation in Argentina. Este trabajo analiza la economía política de las políticas de agua y saneamiento en la Argentina. A partir de una mirada histórica que coloca el acento explicativo en los incentivos institucionales, de políticas y regulatorios que enfrentan los actores socio-políticos y agentes económicos involucrados con las decisiones que afectan al sector. En este marco destaca las razones por las que la política de agua y saneamiento se vio afectada por cuestiones contextuales (que colocan a la problemática del agua en el marco amplio de la economía y las características político-institucionales de la Argentina) y específicas de gobierno/coordinación del sector. El análisis muestra que los problemas de las políticas sectoriales y las causas de los mismos, no constituyen novedades sino que exhiben profundas raíces históricas.
