To reach this purpose, the trade and protection structure of Argentina are analyzed under the public lists of environmental goods (EGS). The state of the art suggests that achieving the triple-win objective trade, development and the environment, depends on the composition of the lists of products to be liberalized, the modalities of improving market access and the markets structures conditions. In this context, Argentina could find some interest in actively participating, both as an exporter of some environmental products as well as in its role as importer, for example, of high technology that contribute in terms of energy efficiency. In order to evaluate the impact of a trade agreement on EGS, a computed general equilibrium model for Argentina has been developed and calibrated using the Social Accounting Matrix built for 2016. Trade has been modeled at HS6 product level using CEPII data (BACI 2015, MAcMapsHS6 2013) in its calibration. The main results show that Argentina’s passivity in the negotiations of EGS limits the commercial and welfare gains, but also the risks, given that in the aggregate and in the long term there is no optimistic scenario. However, a trade agreement on EGS could create commercial opportunities for some sectors, particularly for automobiles and parts, chemicals and plastics, measuring instruments and machinery, depending on the list of EGS considered for the agreement. All lists of EGS, with the exception of the list of environmentally preferable goods (EPPs) of UNCTAD that intensifies the agro-export pattern, create intra-industry trade in the aforementioned manufacturing sectors.

Las recientes preocupaciones en torno a la relación entre comercio y ambiente, y en particular aquellas enmarcadas en las negociaciones multilaterales/plurilaterales (OMC) y en los compromisos ambientales (Acuerdo de Paris) para la mitigación del cambio climático, motivan la búsqueda de oportunidades y riesgos en el comercio de bienes ambientales para Argentina. A tal fin, en el presente documento, se analizan el comercio y la estructura de protección de la Argentina bajo las listas públicas de bienes ambientales (EGS). El estado del arte deja entrever que alcanzar el objetivo de triple ganancia para el comercio, el desarrollo y el ambiente, depende de la composición de las listas de productos a liberalizar, de las modalidades de apertura de los mercados y de las condiciones de funcionamiento de los mercados. En este contexto Argentina podría encontrar cierto interés en participar activamente, tanto como exportadora de algunos EGS como así también en su rol de importadora, por ejemplo, de productos de alta tecnología que contribuyan en términos de eficiente energética. Para ello se desarrolló un modelo de equilibrio general computado para Argentina calibrado a partir de la Matriz de Contabilidad Social construida para 2016. El comercio ha sido modelado a nivel de producto HS6 utilizando datos del CEPII (BACI 2015, MAcMapsHS6 2013) para su calibración.
